City bans logos and signs with human characters, caricatures

DeKALB - In theory, Colonel Sanders is not welcome in DeKalb. Neither is Wendy, Ronald McDonald, the Mattress Giant, Little Caesar, the Michelin Man or any other corporate or business logo design that looks like a person and shows up on a roadside sign.
In practice, however, it's not always that simple.
Since at least 2002, the city has had a ban on “signs which contain human or humanized characters, caricatures, or cartoons.” The regulation is contained in the city's Unified Development Ordinance, a kind of rule book for developers, businesspeople, home-improvement types and anyone else who wants to build on, alter, enhance or manage a part of DeKalb's physical landscape.
